Kitesail Freebooter and Brain Maggot don't return cards soon enough.

From the forums:
>I cast Baral's Expertise targeting an opponent's Kitesail Freebooter. The freebooter is returned. I want to cast the card freebooter had under it with the second half of expertise but it isn't in my hand yet. I have to wait for expertise to resolve before I get the card. Is this how it should work? The card returning isn't even a trigger that goes on the stack.

While the ability doesn't use the stack, it still clearly triggers the way abilities normally trigger. I'm trying to figure out how to fix this, possibly through a replacement effect?
