Creature — Human Wizard
{T}: Target opponent chooses any number of creatures they control. During that player’s next turn, the chosen creatures attack if able, and other creatures can’t attack. At the beginning of that turn’s end step, destroy each of the chosen creatures that didn’t attack this turn. Activate only during your turn.

I can target opponents, but in commander, when I target the player 3 and 4 (I am 1, the next is 2) on my turn, they can select creatures, but the trigger goes off on end of player 2. Their creatures get destroyed, but of course they can't attack during player 2's turn. so if they select creatures that must attack, they get destroyed on player 2's end step.
