Reflexive “when” trigger not triggering multiple times when affected by replacement effects (Ajani, Nacatl Pariah)

Description
Problem: Ajani, Nacatl Pariah has a "when" clause that should trigger for all Cat warrior tokens being created, but only triggers once regardless of how many tokens are created due to replacement effects. This fails with all token doublers.
I have tested that the error occurs with the following:
- Anointed Procession
- Elspeth, Storm Slayer
- Mondrak, Glory Dominus
- Ojer Taq, Deepest Foundation
