AI picks absurdly high numbers when resolving Wheel of Misfortune

Description
When I cast/copy wheel of misfortune the AI picks numbers in the range of 100-400, despite having life totals as low as 6 or 7. When playing a standard commander game against the AI casting and copying it twice is effectively an instant game win, as the AI picks such ludicrously high numbers it's effectively impossible not to have picked the lowest number. This is AI skill 7 as I have found any number higher than that means waiting ~5 minutes for a single spell to resolve/phase to transition
