Refactor: group logic for dynamic value "the greatest [quality] among [filtered card in zone]"

Those cards were excluded in #13666, that filtered only on permanents.

Currently, there are only 7 candidates ([scryfall search](https://scryfall.com/search?q=o%3A%2Fthe+greatest+.*+among%5B%5E%2C.%5D*card%2F+-o%3A%2Fwith+the+greatest+.*+among%2F+-HereticsPunishment+-DiscerningTaste+-TheKenrithsRoyalFuneral+-Szatswill+-illtimedexplosion+-amzuswarmshunger&unique=cards&as=grid&order=name)), with two of them [[Ambitious Dragonborn]] and [[Skanos Dragonheart]] caring for both cards and permanents.
