Tamiyo, Inquisitive Student - Second Loyalty Ability doesnt work

Just had this happen:

I activated her second loyalty ability (the one that returns an instant or sorcery from your graveyard). The ability went onto the stack, but I couldn’t choose any targets. When it resolved, nothing happened. Strangely, I could activate her again as if the ability had never been used.
