Description

Had a game where I used a [[Hellkite Tyrant]] to steal all of the AI's artifacts, including two equipments attached to their creature. I then paid to move the equipment to my commander.

On the AI's next turn, despite me having control of the equipment, it was able to unsteal the equipment back by paying their equip costs and stuck them back on its creature. It immediately then killed itself with a life-pay effect, so I could not get a screenshot.

Expected that AI should not be able to activate equip abilities on equipment they no longer control.

The issue names no files, tests, or entry points. Start by reproducing the Hellkite Tyrant scenario and trace how the AI chooses equip activations; done means equipment controlled by the player is not activated by the AI, with coverage for this behavior.
