Scryfall bulk data downloader need some improves with caches

Scryfall bulk data downloader used cached data for direct images links. It’s store cache 1 week before download new one. But there are possible bugs or updates in upstream and cache data can be outdated.

New release must reset that timeout (file’s last changed date) like it does with cards database or downloader must check and store last updated date from bulk data api.
