text gen: limited times per turn activated ability

Description
The fields exist in ActivatedAbilityImpl so the override to `getRule()` ought to be handled there and not in the decorator subclass `LimitedTimesPerTurnActivatedAbility`.
(I mean, I don't much like the pattern of what's a subclass versus a chaining method, but that would be a more tedious rework.)
