Description
The actual rule is that multiple copies of [[Nine Lives]] should let you choose which one gets a counter whenever you take damage, but in the game, no matter the order the replacement effects resolve, both get a counter.

Research direction
The issue names the Nine Lives card and the damage replacement-effect behavior, but no source file or test is provided. Start by locating the Nine Lives implementation and the code or tests covering damage replacement effects. Done means multiple copies let the player choose which permanent receives a counter, regardless of replacement-effect resolution order.
