GUI: Add minimum played matches on New Table dialog

Just like there are minimum rating, allowed quit % and EDH power level, there needs to be another option for minimum matches a player has to be able to join the table.

This would somewhat solve the issue of ropers and griefers abusing how easy it is to change your name on the beta server, as they just relog with a new name to get around ignore lists.

Sadly I'd deem this a fairly large issue on the beta server right now.

I suppose another button like the Custom Options one could be useful for grouping all of the limits together if it gets too tight with space.

Start at the New Table dialog and inspect how minimum rating, allowed quit percentage, and EDH power level are exposed and applied. Trace where table eligibility is checked, then add a configurable minimum played-matches limit and verify that players below it cannot join; consider grouping the limits if the dialog becomes crowded.
