[macaronictl] `etc-update`: rename the ._cfg* if the target file is not present

Description
At the moment if the file target is not present but is present the file ._cfg_ the logic remove the file ._cfg* file.
This behavior needs a review. It's better rename the file ._cfg_ to the target >
