[Discussion/Idea] Support for Flink History Server

Hey all!

I'm interested in enabling the [Flink History Server](https://ci.apache.org/projects/flink/flink-docs-stable/monitoring/historyserver.html), but noticed there's no current support for in through this Operator.

I think it would be great to have support for the Flink history server as it will allow for viewing historical jobs and debugging past deploys.

Curious if this is something y'all are interested in adding support for.

Start with the linked Flink History Server documentation and review the operator's existing application-support entry points. The issue does not name files, tests, configuration points, or acceptance criteria, so the desired integration and definition of done would need to be clarified before implementation.
