Make "quick acces" links between heading and TOC in the pgk page

@mnordahl As a web guru; could you perhaps tweak the scripting on the pgk page so that there is a one row quick link bar for the most common links such as [prog compendium] [dod labs] [kaptenalloc] [Sigrid] etc. The idea is that people with desktop and mobile quickly can get what they want if they are experienced users of the course material...

Start by locating the pgk page and reading the markup and scripting around its heading and table of contents. Add a one-row quick-link bar for the named course links that works on desktop and mobile, then verify that the links are easy to reach for experienced users.
