Research direction

Start at the custom-element constructor, where the issue suggests detecting and creating ShadowRoots with ElementInternals. The work is complete when pre-existing declarative ShadowRoots are supported and the implementation enables SSR, but the issue does not name files or tests to guide the investigation.
