I've started a PR here https://github.com/luckyframework/lucky_cli/pull/867
This PR adds some checking for Windows then switches out the bash scripts for Powershell, but I'd love some help looking over those, or someone can feel free to open a new PR that makes a better option.
In any case, this issue is for full green-CI support on Windows.
