[Deletion request] lua-rtoml

The [lua-rtoml](https://luarocks.org/modules/scr1pt0r/lua-rtoml) package is no longer maintained and the upstream GitHub repository [has been deleted](https://github.com/scr1pt0r/lua-rtoml).

I've reached out to @scr1pt0r with a deletion request, but received no response (the GitHub account appears to be inactive).
There exists [an actively maintained fork](https://github.com/lblasc/lua-rtoml) which has support for Lua 5.0.

Would it be possible to delete the existing lua-rtoml package so that @lblasc can publish their fork?

Review the lua-rtoml package page and the linked deleted upstream repository, then compare them with the actively maintained fork. Check the project's package-deletion policy and maintainer requirements; the issue is done when the request has been resolved according to that policy and the outcome is recorded.
