Description

When a package is moved from one user to another via admin tools, the rockspec timestamps are all reset (e.g. when Sailor was moved from user Etiene to user Sailor: https://luarocks.org/modules/sailor/sailor -- all rockspecs up to 0.5-4 have the same timestamp now).
