[WIP] A Ribbon for LuaRocks

Description
As part of GSOC '17, this has a goal to propose a ribbon for projects that uses Luarocks. The first version is one aiming the README files (similar to the travis one).
This is the very first version, pasted here in .png because GitHub doesn't support svg.
