Playback Controls in the `Blinker` widget are not centered.

**Describe the bug**
The playback controls in the `epo-widget-lib` `atomic/Blinker` component are not centered when the `ElapsedTime` component is not included. (Technically they aren't centered in either case, but thats intended with `ElapsedTime`)

**To Reproduce**
This can be observed in the `Blinker`'s page in the `epo-widget-lib` Storybook

**Expected behavior**
The playback controls should be centered when the `ElapsedTime` component is not included

Start with the epo-widget-lib Storybook page for the Blinker component and inspect the Blinker layout where playback controls are rendered without ElapsedTime. Reproduce the misalignment in Storybook, then verify that the controls are centered when ElapsedTime is omitted while the existing layout with ElapsedTime remains unchanged.
