Create React v19 version release

To support the update of the Investigations client to Next.js version 15/React version 19, the `epo-react-lib` and `epo-widget-lib` components need to be updated to React version 19.

Create your feature branch off of `develop` and merge to `main` as usual. I created a `release-2.9.5` branch to freeze the latest release for future updates to the Next `v14`/React `v19` code.

Note that the library _does_ use Next.js as well, [here](https://github.com/lsst-epo/epo-react-lib/blob/release-2.9.5/packages/epo-react-lib/package.json#L121).

Let's get this updated so we can move forward with the Investigations update.
