Description

Current reggen does not catch the case of hwaccess "hwo" but hwre is true. Then the reg_top generates reg2hw.reg_name.field_name.re but reg_pkg.sv does not have the member.

Research direction

Start with the reggen entry point and trace how hwaccess and hwre are validated before reg_top and reg_pkg.sv are generated. Reproduce the hwaccess="hwo" and hwre=true case, then verify that reggen reports a warning and no longer produces an inconsistent register interface.
