Description
There are several places within the python tooling which perform identifier case conversions (snake_case, UPPER_SNAKE_CASE, StudlyCaps (aka PascalCase)).
Create a common implementation of these functions and refactor callers to use the common implementations.

Research direction
Start by searching the Python tooling for implementations of snake_case, UPPER_SNAKE_CASE, and StudlyCaps/PascalCase conversions. Identify all callers and the existing tests, then consolidate the behavior into one shared implementation and verify that every caller uses it without changing conversion results.
