[dvsim] Out-of-tree dvsim doesn't currently generate lint reports

### Description

The report directories are created at the end of `OneShotCfg::gen_results`, which just has a big TODO comment. Using this means that the lint reports aren't currently wired in to CI.

Start by reading the TODO at the end of OneShotCfg::gen_results and trace how out-of-tree dvsim results are consumed by CI. Identify how lint report directories and reports should be connected, then verify that lint reports are generated and available in CI.
