Description
After the software has been fully mapped to RRAM, the flash controller can be removed from earlgrey
- [ ] rename OTP field name from FLASH to NVM
- [ ] In topgen (potentially `util/topgen/templates/toplevel_memory.ld.tpl`), raise error if top contains both `flash_ctrl` and `rram_ctrl`; see https://github.com/lowRISC/opentitan/pull/30882#discussion_r3704651561
