Description
Export the bzl rules needed to enable signing in downstream repos. Currently, OpenPRoT has a near-copy of the signing rules. It'd be better if we could:
- Clean up and export signing rules as part of the dev-bundle.
- Add signing rules into an exported hsmtool project and have opentitan and downstreams use those rules.
- Export hsmtool out of the opentitan repo into its own repository so that it can be more easily used by downstream projects.

Research direction

Define how signing rules and hsmtool should be exported for OpenTitan and downstream repositories, including whether hsmtool belongs in its own repository. Done means downstream projects can use the exported signing rules without maintaining copies.
