Description

Export the bzl rules needed to enable signing in downstream repos. Currently, OpenPRoT has a near-copy of the signing rules. It'd be better if we could:
- Clean up and export signing rules as part of the dev-bundle.
- Add signing rules into an exported hsmtool project and have opentitan and downstreams use those rules.
- Export hsmtool out of the opentitan repo into its own repository so that it can be more easily used by downstream projects.
