### Description
With #29395 the last RTL part of the SIMD extension was merged. In XXX the DV is extended to include these instructions. However, the functional coverage definition and the coverage implementation is only partially completed with this PR.
The open points are:
- [ ] Review the functional coverage document and refine it
- [ ] Implement the resulting coverage points
All instructions which have incomplete coverage are marked with a TODO in the `fcov.md` file.
