Description
### Description
In OpenTitan provisioning PR https://github.com/lowRISC/opentitan-provisioning/pull/293 we added new perso blob TLV header which allows for larger TLV data fields to accommodate larger key sizes for PQ algorithms.
In OT provisioning repo we have defined new version TLV to indicate when to switch between the existing 16bit TLV header and the extended 32bit header size. We should bring in the new TLV definitions from the OT provisioning repo once merged.

Research direction
Review the existing perso TLV definitions in OpenTitan alongside opentitan-provisioning PR #293. Confirm the upstream PR is merged, then bring over the new version TLV and extended 32-bit header definitions; done means OpenTitan reflects the provisioning repository's definitions for switching between 16-bit and 32-bit headers.
