Description

From change #26182 backported to master in #28915.

I'd suggest that this module should turn into a set set of top-specific manufacturing configuration modules and should be selected to be built into the provisioning program using the multi-top mechanisms being built into master.

Research direction

Read change #26182 and the backport in #28915, then inspect the multi-top mechanisms being built into master and how the provisioning program selects configuration. Done means replacing the current top-specific handling with manufacturing configuration modules selected through those mechanisms.
