### Description

We have drivers for crypto HW in:

- [/device/silicon_creator/lib/drivers](https://github.com/lowRISC/opentitan/tree/master/sw/device/silicon_creator/lib/drivers) for ROM and ROM_EXT and
- [/device/lib/crypto/drivers](https://github.com/lowRISC/opentitan/tree/master/sw/device/lib/crypto/drivers) for owner stage SW.

We should avoid duplication to ensure latest versions on both uses.

Deduplication will require care when freezing ROM or ROM_EXT and continuing SW development to make sure testing uses the frozen version of the drivers in ROM, or ROM_EXT (as applicable).
