### Description
Some mdBook preprocessors are not running when using `bazel build //doc:mdbook` but are run with `bazel run //doc:mdbook_serve`.
This includes the `{{#dashboard ...}}` proprocessor on the HW introduction page and the `readme2index` link patcher.
