Description
RACL is missing the following documentation:
- [X] Example RACL configuration and RACL mappings, configuration in top hjson and IP hjson (from [here](https://github.com/lowRISC/opentitan/blob/b8865df6b779375e8bc0119ff80cec828928ea73/hw/top_darjeeling/ip_autogen/racl_ctrl/README.md)) (done via #27199)
- [X] Specify interaction between star and non-star policy mappings #26894 (done via #27199)
- [X] RACL ranges, which are currently being used in `tlul_adapter_sram_racl.sv` (done via #27199)
- [ ] raclgen and out-of-tree usage
