[spi_host,dv] stress_all_with_rand_reset not found

When I run the SPI host regression, I get the following error:
> ERROR: [Regression] Test "spi_host_stress_all_with_rand_reset" added to regress
ion "V3" not found!

This may be related to that the include for stress_tests.hjson is commented out, which is tracked in the issue for V3 tasks on SPI host: https://github.com/lowRISC/opentitan/issues/18886

Start by running the SPI host regression and locate the V3 regression entry for spi_host_stress_all_with_rand_reset. Check the commented stress_tests.hjson include and compare it with the related V3 SPI host issue (18886). Done means the regression can resolve the test without reporting it as missing.
