[dif,otp_ctrl] Add checks for regwen preventing dai accesses

### Description

Add check in all otp_ctrl dif code that modifies registers protected by DIRECT_ACCESS_REGWEN returns kDifLocked. Notice this code will become generated by ipgen shortly, so if ipgen is done before fixing it, the change may need to be done in earlgrey_1.0.0 directly.

The current assignees are expected to make the actual assignments.
