### Description
We should create a crate for Tock userspace test apps, that provides:
1. A panic handler that signals errors to opentitanlib
2. JSON transmit/receive functions for communicating with a test harness.
We can probably use [`serde-json-core`](https://github.com/rust-embedded-community/serde-json-core) to implement the JSON serialization and deserialization.
