[doc] Document alert handle signals

### Description

The alert handler has four signals that can be enabled in the various escalation levels. However we have no documentation describing what those signals do on Earlgrey.

As an aside, the alert handle documentation is very technical and hard to follow. Maybe we should have a more software oriented guide for that block.
