[multi_top,ipgen] Add support for generating software collateral

### Description

The difs, and perhaps test/utils, and drivers will need to be generated from templates driven by hjson. I assume this will be done by extending ipgen, or some similar utility. We already needed to generate difs for otp_ctrl in the integrated repo, so there is no question this will be needed.
