Investigate what was already done in: [#19151](https://github.com/lowRISC/opentitan/issues/19151)
Additionally:
- [ ] Develop an XMODEM-1K implementation.
- [ ] Develop a uart rescue client in `opentitantool`.
- [ ] Add/enhance `opentitantool rescue` command.
- [ ] Activate uart rescue if 400us of UART break condition is detected (approx 4 byte periods @ 115200).
