Investigate what was done in [#19151](https://github.com/lowRISC/opentitan/issues/19151).
Additionally:
- [ ] Integrate spi bootstrap protocol into ROM_EXT as rescue protocol
- [ ] Select a pin strapping for the rescue mode.
- [ ] Activate spi rescue based on pin straps.
- [ ] Add/enhance `opentitantool rescue` command.
