NOTE: this is a temporary diversion from the ownership transfer feature.
- [ ] Create insecure ROM_EXT keys (they may already exist in the codebase).
- [ ] Use sig-verify to validate the next boot stage
- [ ] If valid, program the ePMP and jump to the next stage.
