Description

The *Release* job currently takes more than 7h to complete. We should investigate why it takes so long and optimize its run time.

Research direction

Start by reviewing the Release CI job and the linked pull request discussion at https://github.com/lowRISC/opentitan/pull/18991#discussion_r1236908699. Investigate why the job exceeds seven hours and measure the optimized job runtime; done means the Release job completes substantially faster.
