### Description
As noted [in the initial PR](https://github.com/lowRISC/opentitan/pull/17405#discussion_r1132421788), some blocks in the diagram do not have links to regression metadata. Some blocks are not planned to have block-level DV statistics, but other blocks such as the Ibex already have this information but in a different format that cannot yet be ingested.
Ensure that all blocks that do have block-level DV metrics available correctly display this information.
