[alerts] Need for fast-track analog alerts

This is a note that we should at some point have a discussion whether there is a need for additional fast track alerts that completely side-step the current alert subsystem.

I.e., the current alert subsystem is still sequential in nature, and even for critical alert events that are configured to escalate ASAP, it still takes a few cycles until an escalation action is triggered.

Fast-track asynchronous escalation paths could be used to address this issue, but these would have to be inserted manually for a specific small subset of critical alerts conditions.

The issue names no files, tests, or entry points. First clarify which critical alert conditions and escalation paths are in scope, then define how completion would be evaluated before implementation.
