Description

With the previous meson/fusesoc flow, it was easier to debug FPGA bitstreams with the Vivado GUI following the instructions [here](https://cs.opensource.google/opentitan/opentitan/+/master:doc/getting_started/setup_fpga.md;drc=93138f7ebc85f913898d4bf1228b3424f315da9d;l=100). This is not yet enabled with the Bazel flow.
