Description
In PR https://github.com/lowRISC/opentitan-provisioning/pull/294, we added a dependency on the HEAD for hsmtool since the pinned opentitan repo for firmware doesn't contain the MLDSA support in hsmtool yet.
Once opentitan repo creates a new release, we can remove this extra dependency.
