[ate] Add OpenTitan perso_tlv_data.h as an external dependency.

Replace `//src/ate_perso_blob.h` for the following OpenTitan target: `sw/device/silicon_creator/manuf/base/perso_tlv_data.h`.

This will require moving the OpenTitan dependency to a subfolder to be able to decouple Bazel dependencies.

Locate the Bazel definitions that currently provide `//src/ate_perso_blob.h` and trace how the OpenTitan dependency is configured. Check the target path `sw/device/silicon_creator/manuf/base/perso_tlv_data.h` and the dependency layout, then verify that the new external dependency resolves without the old path.
