Description
The Makefile tries to download
`https://github.com/lowRISC/lowrisc-chip/releases/download/v0.7-rc1/rootfs.tar.xz`
which does not exist.
Probably `rc1` should be changed into `rc2`.

Research direction
Open the Makefile and find the target that downloads rootfs.tar.xz from the lowRISC release URL. Check whether the rc2 URL is available, update the referenced release if confirmed, and verify that the Makefile no longer points to the nonexistent rc1 file.
