[dv] Build a regression system for directed simple system co-sim tests

Description
In CI we run a couple of tests against simple system with co-sim checking. There is no test running/regression framework for these beyond a trivial script introduced by https://github.com/lowRISC/ibex/pull/1935
We should look at introducing a simple but more complete system to run these tests. The design of this system should consider how it might handle running the RISC-V conformance test suite.
