Create first draft of iCatcher integration in CHS

- [ ] Agreement on design and security with CJ, Becky, and Melissa
- [ ] Agreement on trade-offs of options given to users vs. "hard-coded" parameters
- [ ] Tested in (some version of) dev environment
- [ ] Sign off from Melissa

# Implementation Notes
* First draft will not be ready to go live on CHS website without follow-on work to implement, it is intended to be a starting place for internal iteration
* Separate testing environment will need to be created for this work
