Submitted study not appearing in admin review queue

**Description**
Following an unusual sequence of events, a study can be marked as "submitted" from the researcher perspective but NOT appear in the "submitted" studies (admin review queue)

**How to reproduce**
I think you (1) submit a study that does NOT have the experiment runner built, (2) build the experiment runner

**Expected behavior**
The expected behavior should be that it appears in the "submitted studies" admin review queue

Reproduce the sequence described: submit a study before its experiment runner is built, then build the runner. Trace the submission state and the admin “submitted studies” review queue to identify why the study is omitted. Done means the study appears in that queue after the runner is built.
